MANILA, Philippines — The lawyer of the 18 men who claimed they were former “bagmen” of an ex-congressman at the center of the public works corruption scandal said he had received a warrant of arrest in connection with the cyberlibel complaint filed by Agriculture Secretary Francisco Tiu Laurel Jr. The lawyer, who was not named, said he was informed of the warrant on Friday. He also said that his clients were willing to cooperate with authorities in exchange for protection. The cyberlibel complaint was filed after the men accused the agriculture secretary of receiving kickbacks from contractors. Laurel Jr. has denied the allegations. The lawyer said his clients were fearful for their safety and that they had received threats. He added that they were willing to provide evidence of their claims.
